The foundation of sovereignty
A national Gateway, rather than a regional or extraterritorial one.
The Gateway gives the State effective control over the digital flows that cross its territory. COMTELL deliberately favours national Gateways to guarantee full sovereignty and respect for the political, legal and security requirements of each partner country.
Roles
One anchor point, three functions.
Regulatory anchor
National law applies directly: telecommunications, data protection, digital security. Traffic, billing, taxation and lawful interception fall under the national framework.
A tool for resilience
Threat monitoring, detection and prevention; protection of sensitive communications and critical infrastructure, including in a crisis.
A lever for sovereignty
Billing, pricing and taxation centralised in the country: the State captures the value, with technical jobs and local skills.
Institutional governance
Clear, transparent governance involving the relevant State authorities.
Deployment
Gradual, priority-led, with each State.
Each Gateway is sized to the country's needs, strategic priorities and institutional capacity. Scale-up stays controlled, economically viable and compliant with sovereignty requirements.
