The programme

Just like energy, water or transport.

A country that does not control its networks depends on outside actors for its public services, its economy and its security. COMTELL builds infrastructure suited to the economic and institutional realities of the countries where it operates.

A word from the President

The Comtell project was born from a simple conviction: connectivity and digital security have become strategic infrastructure, on par with energy, water, and transportation. Their mastery now determines the sovereignty, resilience, and competitiveness of nations. Reinaldo de Sousa ViriatoPresident of the Board

Through Comtell, our ambition is to contribute to building robust, accessible, and sustainable digital infrastructure, designed to meet the economic, institutional, and territorial realities of the countries where we operate. This is not a short-term project, nor an opportunistic initiative, but an industrial and strategic commitment built to last.

The Comtell model rests on a clear principle: paid universality, economically sustainable, made possible through infrastructure sharing, cost control, and rigorous governance. This approach reconciles massive service distribution, economic discipline, and national value creation, without dependence on free services or financial fragility.

We deeply believe in the value of balanced partnership with States, founded on clarity of roles, respect for sovereign prerogatives, and the private operator's responsibility in investment, operation, and innovation. It is in this spirit that Comtell positions itself as a trusted partner, serving digital sovereignty, institutional modernization, and economic development.

This document presents a structured, progressive, and realistic vision. It reflects our determination to build, alongside public authorities and partners, a next-generation digital infrastructure serving the national interest, stability, and sustainable development.

Architecture

Three pillars, Gateway, Hubs and Terminals, with Sentinel at every level. A layer that extends terrestrial and mobile networks without replacing them. Select a component to see its role.

Business model

Paid universal access.

A free network depends on whoever funds it. An affordable service, paid for at a fair price, maintains the infrastructure and extends coverage without outside dependence.
